Quarantine Protocol Classification For Vacc And Unvaccinated Person Entering The Philippines

As part of Inter Agency Task Force (IATF) in handling OFW and tourist entering the Philippines for any reason. The agency has implemented a classification on how to handle quarantine protocol depending on country of origin. They assigned GREEN, YELLOW, and RED list country to classify the risk of possibility of a person being positive in COVID-19.

GREEN LIST –  or low risk countries

Bangladesh, Benin, Bhutan, British Virgin Islands, China (Mainland), Côte d’Ivoire (Ivory Coast), Djibouti, Equatorial Guinea, Falkland Islands (Malvinas), The Gambia, Ghana, Guinea, Hong Kong (Chinese Special Administrative Region), India, Indonesia, Japan, Kosovo, Kyrgyzstan, Montserrat, Morocco, Niger, Oman, Pakistan, Paraguay, Saba (Special Municipality of The Kingdom of the Netherlands), Saint Barthelemy, Senegal, Sierra Leone, Sint Eustatius, Taiwan, Timor-Leste (East Timor), Uganda

FULLY VACCINATED INDIVIDUALS

● Present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Upon arrival, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for 7 days with the first day being the date of arrival.

UNVACCINATED INDIVIDUALS, PARTIALLY VACCINATED, OR VACCINATION STATUS CANNOT BE INDEPENDENTLY VERIFIED

● Present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the 5th day.
● After which, they are enjoined to self-monitor for any symptoms for 14 days, with the first day being the date of arrival.

RED LIST – or high risk countries

Antigua and Barbuda, Aruba, Canada, Curacao French, Guiana, Iceland, Malta, Mayotte, Mozambique, Puerto Rico (U.S.), Saudi Arabia, Somalia, Spain, U.S., Virgin Islands

FULLY VACCINATED INDIVIDUALS
● Negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test taken on the 7th day, with the date of arrival being the first day.
● Once with a negative result, they may be released from facility quarantine, provided the completion of home quarantine up to the 14th day from the date of arrival.

UNVACCINATED INDIVIDUALS, PARTIALLY VACCINATED, OR VACCINATION STATUS CANNOT BE INDEPENDENTLY VERIFIED
● Negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test done on the 7th day, with the date of arrival being the first day.
● They may be discharged only upon the completion of a 10-day facility-based quarantine, regardless of a negative RT-PCR result, and shall observe home quarantine until the 14th day of arrival with the date of arrival being the first day.

YELLOW LIST – or moderate risk countries

All other countries/territories/jurisdictions not otherwise listed hereinabove

FULLY VACCINATED INDIVIDUALS
● Negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test taken on the 5th day, with the date of arrival being the first day.
● Once with a negative result, they may be released for completion of home quarantine up to the 7th day from the date of arrival.

UNVACCINATED INDIVIDUALS, PARTIALLY VACCINATED, OR VACCINATION STATUS CANNOT BE INDEPENDENTLY VERIFIED
● Negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
● Upon arrival, they shall undergo facility-based quarantine with an RT-PCR test done on the 7th day, with the date of arrival being the first day.
● Once with a negative result, they may be released for completion of home quarantine up to the 14th day from the date of arrival.

MINORS
 The testing and quarantine protocols of minors shall follow the testing and quarantine protocols of the parent/guardian traveling with them, regardless of the minor’s vaccination status, and country of origin.
 Children three (3) years old and below, regardless of country of origin, shall be exempt from the requirement of presenting a negative RT-PCR test result before boarding the flight, unless symptomatic.
